What is the current policy of the TDI on non-resident licenses?  Can't seem to locate any information on that now, specifically with regard to a non-licensing state like Ohio.

Also, what is the TDI policy towards DUI offenses?

Call TDI for licensing info. I don't think you can get a TX license w/ a DWI

If the DUI was a felony, it could bar you from licensing.  Only they can tell you.

DUI OFFENSES. Sounds like more than one. I suggest firstly, you quit drinking. Secondly, call Texas DI and keep your fingers crossed. I have no sympathy for DWI's or DUI's.
