I apologize in advance if this post is perceived as a direct solicitation, as it is not my intention.  I am looking for some general advice as to who selects the contractors when doing insurance claim work?  Do the claims managers dictate the contractor database to their adjusters?  Do the adjusters have a say in who is used?  Are the contractor data bases collected and generated at the corporate level? 
I am in the Mortgage Field Services industry (Defaulted Mortgage Servicer) and feel there is an opportunity to cross market our services.  We do many of the same services as some emergency restoration companies and are often subcontrated for emergency property securings, debris removal and mold remediation. We work for government agencies such as HUD, Fannie Mae, VA and there seems to be a great disparity in the pay scale between what the default industry is willing to pay and what insurance companys pay.

The homeowner hires the contractor, always. The Carrier networks advise who is on rotation or may give the HO some names to chose from. Network local,  district Ok or Corporate  or visa versa ( both most likely will be required)  The  Network contractors may even be poled to be sure  no one would be upset if  they added another contractor in that area.

Chris,  Your picking a tough nut to crack. The good news is that nut might be getting softer.  In the Olden Days before the Contractor Networks, Premier service providers, Managed Repair networks,  a list of "good guy contractors" would get passed down from one generation of adjusters to the next. Insured loss restoration contracting is really a specialty (niche) business. This contractor Know How has been studied, bottled, franchised, certified, "Assoc. afied" and sold to the highest bidder.  The "good guy contractor" list was used to establish the starting core of the Contractor Networks.

The networks evolved as a cost cutting and service oriented marketing tool.
Homeowners advised carriers " I don't want a check, I want this restored the right way"

Your quickest and best way "in" might be to find and purchase one of these contractors near your HQ. Learn the nuances of the business and turn them into a division of your company. It would appear from your web site that this could be a very sympathetic expansion.   ( Your ideal contractor will be "in" with Big Red and Alacrity). The odds are good that you could expand into the market area you want to serve.

I will now chip in since a real contractor spoke the truth. The carriers have been trying to break up the good ole boy networks with thier employees becoming to close to contractors since I was a pup.

At my age I am thinking about starting a business to watch the contractor for a fee paid by the carrier.

Mr. Ray,
Please know that contractors are watched a little already.

1. The Homeowner, their spouse, + their children of all ages.
2. The friends and neighbors of the HO and all their extended family and acquaintances.
3, The dept of professional regulation in the state, the DFS.
4. The insurance agent, the claims specialist ,the estimator, the adjuster, the pricing specialist, the Area manager, the District manager, the regional manager, and on up. 
5. The (Network) adjuster, claims specialist, area pricing specialist, district manager, area manager, regional manager, national manager etal.)
6. The local Building Dept.,and their different inspectors : avg. of 4 Mech, Elect, Plumb, Bldg..  Clerc of the Court., States Atty.
Tax collector( local License requirements.)
7. required architect & engr.,. Plan reviewer & his secretary, cashier.
8. Dept of public health., Historic society. Down town urban development authority.dept of streets and sanitation. 
9. WC/ LIB carrier, CPA., Bookkeeper & his wife
10.The Local police, State police, & the Feds., OSHA, gosha, & dosha,.IRS, ICC, FBI, CIA, FBA, DEA, etal..
11a. THE devil and his friends, the contractors minister, family & acquaintances. Buddha, Guahda & Wouda, NAACP, Nazi 's, KKK. ACLU, Rowe VS. Wade, and...
11b.Most contractors are narcissistic, so they watch themselves
12. GOD.
