And, in the case of Houston, it never happened there, so no civil authority coverage triggered either.

You are correct, the flooding was not the issue. The mandatory evacuation and return restrictions resulting from Katrina triggered the Civil Authority provision- flooding, looting, mass vacancies, and insufficient law enforcement personnel were some of the reasons for the lengthy mandate.
