The additional coverage for Civil Authority in the CP 0030 policy form provides up to three (3) weeks of coverage 72 hours after the declaration.  If there's no direct physical damage from a covered loss, then the insured is only allowed for the three (3) weeks.  This information is especially pertinent in the case of Rita and Katrina claims from New Orleans.


Let us remember that the Rita threat in NO was strictly flood related....therefore, no civil authority coverage.   And, in the case of Houston, it never happened there, so no civil authority coverage triggered either.

You are correct, the flooding was not the issue.  The mandatory evacuation and return restrictions resulting from Katrina triggered the Civil Authority provision- flooding, looting, mass vacancies, and insufficient law enforcement personnel were some of the reasons for the lengthy mandate.
