Todd is 100% correct. Each area has differing exposures to the weather. Also it depends on the use of 18" or 24" shingles/shakes. The norm in some areas is 10" to the weather, and in others 7-8 to the weather. On my home, porch roof, which is a 4/12 pitch are laid them 3.5 to the weather, while the main sections of the home are laid at 7", all using 24" royals. The waste factors , depending on the pitch, the difficulty and the exposure can vary from 10% to as much as 20%. Also check the starters, as in Amarillo, I have seen double starters used and a hip/ridge cap laid with only 6" exposure. All of these little extras cost the owner money.
