The last time I worked in Oklahoma the claim count was not what I expected.  I felt the ACV Roof policies (this was a hail Cat), percentage deductibles and the fact that some carriers were counting Cat claims in their three claims and your out policy lead to the decline. At one point some agents were referring the insured to roofers before turning in a claim if at all.
